James Watson and Francis Crick's 1953 Nature paper.

The answer to both questions was proposed in the last sentence of a longer paper Watson and Crick published a month later.

The hypothesis we are suggesting is that the template is the pattern of bases formed by one chain of the deoxyribonucleic acid and that the gene contains a complementary pair of such templates.

Basically, what they were suggesting is that one strand of the DNA molecule is used as a template and information is copied from it.
