From the time of her admittance to the Virginia Colony for Epileptics and Feebleminded, Carrie Buck was chosen as an ideal test of a statute passed in March 1924 by the Virginia Assembly. This law allowed "the operation of sterilization on any such patient…afflicted with hereditary forms of insanity that are recurrent, idiocy, imbecility, feeble-mindedness, or epilepsy…" An administrative hearing at the Colony determined that Carrie was a proper candidate for eugenic sterilization, and an initial appeal was heard in November by the Circuit Court of Amherst County, Virginia.
